Loksewa Aayog (Public Service Commission-PSC) was established in 1951 AD (2008) as a government employment recruitment institution in Nepal. The Commission (Loksewa) is involved in selecting meritorious candidates required by the government of Nepal for various vacant posts in the civil service, Nepal Police, Nepal Army, Nepal Armed Police Force, and other government bodies.
The continuity of the public service commission (P S C) has never been hindered since its inception. The present constitution of Nepal 2015 (2073 BS) has designated the public service commission as an independent constitutional body.
Loksewa Aayog: Introduction
In 1951 AD (2008), Lok Sewa Aayog (लोक सेवा आयोग – Public Service Commission -PSC) was founded in Nepal as a government employment recruiting organization. Lok Sewa Aayog’s headquarters are in Anamnagar, Kathmandu, Nepal. Both the official Loksewa website, psc.gov.np, and the Loksewa Online Application, psconline.psc.gov.np, are available online.
The Commission (Lok Sewa) is in charge of choosing deserving applicants for the numerous open positions in the civil service, Nepal Police, Nepal Army, Nepal Armed Police Force, and other governmental organizations.
Since its founding, the public service commission’s (P S C) continuity has never been compromised. The public service commission is recognized as an autonomous constitutional body by Nepal’s current constitution, which was adopted in 2015 (2073 BS).
Formation of Public Service Commission PSC
Article 242 of Part 23 of the Constitution of Nepal contains a clause establishing the Public Service Body, which states that the commission shall consist of a chairperson and four additional members.
On the suggestion of the Constitutional Council and at the time of such appointment, the President shall appoint the chairman and members of the Public Service Commission. The commission must have at least 50% of its members come from among those who have 20 years or more of government service, with the other members coming from the fields of science, technology, art, literature, law, and public administration.
Additionally, there is a clause that states the position must be filled from among those who have acquired notoriety via sociological study, teaching, or other significant activity in the national interest.
In this manner, there is a provision for a parliamentary hearing to be held before the nomination through a joint committee of fifteen members, as required by federal law, made up of members of both chambers of the federal parliament.
Since there were more officials serving in the Commission before this constitution took effect, clause (3) of Article 301 of the Constitution of Nepal allows for the appointment of the previous seven officers. However, the constitution only calls for 5 officers, including the chairman.

Functions, Duties, and Rights of Loksewa Aayog
According to Article 243 of the Nepalese Constitution, the Public Service Commission must hold exams to determine whether applicants are qualified for appointments to public service jobs.
In the aforementioned article, it is made clear that, with the exception of other service posts specifically mentioned in the Act, all other service posts of the Government of Nepal are included when the term “civil service post” is used to refer to a soldier, Nepal Police officer, or member of the Armed Police Force.
A clause states that the Public Service Commission would be in charge of holding the written examinations for positions with the Nepal Army, Nepal Police, Armed Police Force, other federal government services, and organized groups in addition to civil service positions.
In addition to the aforementioned obligations and responsibilities, the Public Service Commission may be consulted on the following matters:
- Regarding the general principles to be followed for promotion to posts in the Nepal Army, Nepal Police, Armed Police Force, Nepal and other federal government services;
- Regarding the law relating to the conditions of service of the service employees of any organized organization and the general principle to be adopted in the promotion and departmental action in such service posts;
- Regarding the law relating to conditions of federal civil service;
- Regarding the principles to be adopted in the appointment, promotion and departmental action in the federal civil service or post;
- on the suitability of candidates for appointment to posts in the Federal Civil Service for a period exceeding six months;
- Eligibility of the candidate on transfer or promotion from one type of federal civil service post to another type of federal civil service post or from other government services to the federal civil service or on transfer or transfer from a state civil service post to a federal civil service post or from a federal civil service post to a state civil service post. On the subject;
- Regarding the permanent transfer or promotion of employees who are in a position that does not require the consultation of the Public Service Commission to a position that requires the consultation of the Public Service Commission; and
- Regarding the departmental punishment given to the employees of the Federal Civil Service.
Candidate Selection Process
The Public Service Commission Act of 2066 mandates that the Commission choose qualified applicants using one or more of the following techniques:
- Written Examination,
- Practical Examination,
- Interview and
- Other methods prescribed by the Commission.
The commission creates a yearly plan for the selection of candidates. Additionally, it discusses the specifics of the selection process at each stage beginning with the calculation of the number of openings.
The Public Service Commission decides the number of posts to fill the post in accordance with the applicable rules and regulations after receiving the request to fill the vacant post from the appropriate entity.
In this approach, the Commission’s website will publish weekly bulletins distributed every Wednesday and advertising in the Gorkhapatra National Daily following the determination of the number of jobs. Applications are being accepted at the time of the advertising with a 21-day deadline and an extra 7 days for the open internal competitive examination.
The regional directorate, zonal office, and application management center of the Commission receive online applications for the advertised job once the announcement for the open and internal competitive examination is issued. Admit cards are provided to the candidates to enter the test after reviewing the applications submitted for the offered positions.
The Commission has adopted a policy of neutrality by adopting a system in which the officials involved in the written examination and interview cannot be aware of each other’s work and actions in the preparation of question papers, revision of question papers, examination of answer sheets, the conduct of interviews, and interviews. This is done in order to maintain fairness and accuracy in the selection process.
In the course of completing the aforementioned tasks, the experts in the pertinent subject will be delegated to prepare the questions needed to conduct the examination for the appropriate service group and post, and the set of questions will be received in secret.
They will then prepare at least five sets of practice questions from the raw question papers for the benefit of the other experts in the same subject. A set of question papers chosen by the Honorable Chairman of the Commission based on the signal number will be utilized throughout the examination. Each set will be preserved with a unique signal number.
The utmost level of confidentiality is upheld throughout the exam since it is customary to preserve the first code on the answer papers that are given out following the written test and provide the second code to an official from a different branch.
The answer sheets obtained using the second code are then delivered in this manner for inspection to the experts/experts of the pertinent disciplines chosen by the Honorable Chairman. The results of the scoring of the test-answer taker’s papers are tallied, decrypted using the code, and published.
Candidates who are selected for the interview will be interviewed with the involvement of experts in the relevant subject and the marks given by one will be given secretly so that the other will not see them. Such marks will be opened only at the time of the candidate’s merit order and recommendation.
In addition to this, the marks obtained by the candidate in the written test will not be known during the interview and will be sent only at the time of merit order and recommendation.
The Public Service Commission has been periodically updating the roster of experts and specialists for the commission’s activities, including interviewing, developing curricula, revising questions and answers, and examining answer books.
They are covertly appointed by the commission to perform a certain kind of selection task. For other positions, the commission has already begun the screening test procedure, which involves more individuals. Only those who pass the preliminary stage examination are allowed to take the main examination, according to the arrangement.
In the case of gazetted civil service positions, positions under the Ministry of General Administration, and positions subject to separate laws and regulations, there is a provision to recommend to the agency that administers such services after the final selection of candidates from the open competition.
There is a rule that the candidate with the better qualification should be suggested first if they are both interested in the same position.
There is a provision to transmit one copy of the application form of the concerned applicant and copies of the certifications submitted along with it when submitting a letter of recommendation to the appropriate authority for an appointment.
The duties from calculating the percentage to administering the written test are done in accordance with the above-mentioned rules in the case of security agencies and other government services/organized organizations.
